Nesta visita, acompanhada pela Presidente da C\u00e2mara Municipal de Almada, Maria Em\u00edlia Sousa, foi poss\u00edvel constatar a evid\u00eancia de que esta infra-estrutura est\u00e1 a ser concretizada de forma irregular, com desconformidades em rela\u00e7\u00e3o \u00e0 Declara\u00e7\u00e3o de Impacte Ambiental (DIA) e ao Plano Rodovi\u00e1rio Nacional (PRN).<\/p>\n<p style=\"text-align: justify;\">Por um lado, n\u00e3o est\u00e1 a ser cumprido o tra\u00e7ado estabelecido no PRN, na medida em que a\u00ed se consagra a liga\u00e7\u00e3o Trafaria \u2013 IC20 \u2013 IP7 \u2013 EN10 \u2013 n\u00f3 de Coina (IC21) \u2013 Montijo (IP1). Na pr\u00e1tica, a liga\u00e7\u00e3o Lazarim\/Funchalinho \u00e9 nada mais que isso mesmo: uma \u201cliga\u00e7\u00e3o\u201d ao IC32, numa altera\u00e7\u00e3o \u201cinformal\u201d de tra\u00e7ado que n\u00e3o corresponde a nenhum diploma legal em vigor. O que se verifica \u00e9 que a infra-estrutura em constru\u00e7\u00e3o apresenta um eixo vi\u00e1rio com perfil de IC, n\u00e3o at\u00e9 ao n\u00f3 do Funchalinho em direc\u00e7\u00e3o \u00e0 Trafaria, mas sim ao n\u00f3 das Casas Velhas do IC20.<\/p>\n<p style=\"text-align: justify;\">Por outro lado, observa-se que, em mat\u00e9ria de perfil transversal, as op\u00e7\u00f5es de projecto que est\u00e3o a ser aplicadas nesta obra implicam diversos problemas e desconformidades, nomeadamente em rela\u00e7\u00e3o \u00e0 DIA.<\/p>\n<p style=\"text-align: justify;\">O Trecho 1 do IC32 \u2013 Funchalinho\/Lazarim \u2013 sofre uma desclassifica\u00e7\u00e3o, passando a via de liga\u00e7\u00e3o com altera\u00e7\u00e3o do perfil da via de 2&#215;2 para 2&#215;1, alterando o Estudo Pr\u00e9vio e apresentando-se em desconformidade com a DIA;<\/p>\n<p style=\"text-align: justify;\">O Trecho 2 do IC32 \u2013 Lazarim\/Palhais \u2013 apresenta altera\u00e7\u00f5es relativamente ao Estudo Pr\u00e9vio, destacando-se o aumento do perfil da via de 2&#215;2 para 2&#215;3 entre os n\u00f3s de Lazarim e Palhais, apresentando-se em desconformidade com a DIA;<\/p>\n<p style=\"text-align: justify;\">Entretanto, foi criado um novo trecho para o IC32 \u2013 Casas Velhas\/Lazarim \u2013 com perfil de 2&#215;3 vias (e sem liga\u00e7\u00e3o, enquanto tal, ao IC20), que n\u00e3o foi sujeito a Avalia\u00e7\u00e3o de Impacte Ambiental e que n\u00e3o constava do Estudo Pr\u00e9vio do IC32.<\/p>\n<p style=\"text-align: justify;\">Trata-se de uma situa\u00e7\u00e3o muito grave, em que a Lei n\u00e3o est\u00e1 a ser cumprida, apesar dos alertas que ao longo do tempo foram sendo transmitidos pela C\u00e2mara Municipal de Almada aos respons\u00e1veis governativos.<\/p>\n<p style=\"text-align: justify;\">Para o PCP, o IC32 \/ Circular Regional Interna da Pen\u00ednsula de Set\u00fabal \u00e9 uma infra-estrutura rodovi\u00e1ria da maior import\u00e2ncia no contexto regional e metropolitano. Este projecto resultou ali\u00e1s de um trabalho persistente no Poder Local e na Assembleia da Rep\u00fablica \u2013 para a qual os eleitos comunistas contribu\u00edram de forma activa e decisiva \u2013 trabalho esse que assim permitiu a altera\u00e7\u00e3o do PRN (atrav\u00e9s da Lei n.\u00ba 98\/99 de 26 de Julho), no sentido de definir o IC32 efectivamente como Circular Regional, ligando a Trafaria ao Montijo.<\/p>\n<p style=\"text-align: justify;\">O que est\u00e1 verdadeiramente em causa \u00e9 o respeito pela Lei e pelos direitos das popula\u00e7\u00f5es residentes, mas tamb\u00e9m a pr\u00f3pria transpar\u00eancia democr\u00e1tica nos processos de decis\u00e3o e na rela\u00e7\u00e3o entre o poder central e as empresas concession\u00e1rias.<\/p>\n<p style=\"text-align: justify;\">Os deputados do PCP, Bruno Dias e Paula Santos, com vista ao cabal esclarecimento da situa\u00e7\u00e3o, chamaram os Secret\u00e1rios de Estado dos Minist\u00e9rios do Ambiente e das Obras P\u00fablicas para a realiza\u00e7\u00e3o de uma Audi\u00e7\u00e3o Parlamentar.<\/p>\n<p style=\"text-align: right;\">\u00a0DORS do PCP<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Os Deputados do PCP, eleitos pelo Distrito de Set\u00fabal, realizaram no dia 12 de Janeiro uma visita para avaliar a situa\u00e7\u00e3o das obras de constru\u00e7\u00e3o do IC32 no Concelho de Almada.
