O encontro teve lugar no s\u00e1bado, 7 de Janeiro, e serviu para esclarecer a popula\u00e7\u00e3o relativamente a v\u00e1rios aspectos relacionados com as obras em curso no IC32\/CRIPS &#8211; Circular Regional Interna da Pen\u00ednsula de Set\u00fabal. Em concreto foi explicado o conjunto de impactos que estes trabalhos t\u00eam, quanto tempo podem demorar e quais s\u00e3o as medidas pass\u00edveis de mitigar alguns destes impactos. \u201cVamos ter dois meses de sacrif\u00edcio mas vamos ficar com melhorias significativas\u201d, considerou Carlos Humberto de Carvalho.<\/p>\n<p style=\"text-align: justify;\">Vicente Figueira, Presidente da Junta de Santo Ant\u00f3nio da Charneca, fez as honras da casa e apresentou a mesa. Marcaram presen\u00e7a Carlos Humberto de Carvalho, Presidente da C\u00e2mara Municipal do Barreiro (CMB), Rui Lopo, Vereador do Planeamento e Gest\u00e3o Urbana, Juvenal Silvestre, Presidente da Junta de Freguesia de Coina, Maria Jos\u00e9 Martinho, engenheira respons\u00e1vel pela Divis\u00e3o de Fiscaliza\u00e7\u00e3o da CMB e o engenheiro Carlos Viegas, director de obra.<\/p>\n<p style=\"text-align: justify;\">Enquadrando o encontro, Rui Lopo explicou que \u00e9 inten\u00e7\u00e3o do Munic\u00edpio, em conjunto com as entidades que est\u00e3o no terreno a executar estas obras, prestar informa\u00e7\u00f5es \u00e0s popula\u00e7\u00f5es directamente afectadas de Covas de Coina e da Penalva. Assim, passou a enumerar a import\u00e2ncia da infraestrutura rodovi\u00e1ria (CRIPS). Disse tratar-se de \u201cuma reivindica\u00e7\u00e3o muito antiga dos concelhos da Pen\u00ednsula de Set\u00fabal, que queriam ficar ligados por uma circular regional (desde Alcochete at\u00e9 \u00e0 Trafaria)\u201d. O Vereador acrescentou, tamb\u00e9m que \u201cem rela\u00e7\u00e3o ao Barreiro coloca-nos mais pr\u00f3ximos de um conjunto de locais melhorando a nossa acessibilidade designadamente a Almada e \u00e0 Costa de Caparica\u201d. Para concluir esta explicita\u00e7\u00e3o inicial, Rui Lopo disse ainda que na zona de Coina foi poss\u00edvel, na fase de projecto, criar uma liga\u00e7\u00e3o (pont\u00e3o) que passa por cima do rio e que permite afastar o tr\u00e1fego mais pesado do interior da freguesia melhorando a qualidade de vida das popula\u00e7\u00f5es.<\/p>\n<p style=\"text-align: justify;\">De acordo com Carlos Viegas, \u201cprorrog\u00e1mos o mais que pudemos esta situa\u00e7\u00e3o mas torna-se inadi\u00e1vel para avan\u00e7armos com o planeamento que temos para reformula\u00e7\u00e3o de todo o N\u00f3 da Penalva. Dentro de dois meses estamos em condi\u00e7\u00f5es para concluir definitivamente essa liga\u00e7\u00e3o mas para que isso seja poss\u00edvel \u00e9 imprescind\u00edvel que agora se fa\u00e7am algumas altera\u00e7\u00f5es nos h\u00e1bitos di\u00e1rios das pessoas. Da nossa parte, aquilo que podemos fazer para minorar esta situa\u00e7\u00e3o \u00e9 cumprir com o prazo que nos comprometemos\u201d, disse.<\/p>\n<p style=\"text-align: justify;\">Clarificando com maior detalhe qual \u00e9 a altera\u00e7\u00e3o de tr\u00e2nsito proposta durante estes dois meses, Carlos Humberto de Carvalho disse que a estrada at\u00e9 aqui utilizada, da Penalva para Covas de Coina, e vice-versa, vai ser interrompida. O percurso alternativo passa a integrar a passagem pela rotunda da Autoeuropa. \u201cDepois da obra conclu\u00edda o percurso normal ser\u00e1 retomado e com novas condi\u00e7\u00f5es pois a Estrada 1028 vai ser toda arranjada e v\u00e3o ser executadas tr\u00eas rotundas em locais indicados pela Autarquia\u201d.<\/p>\n<p style=\"text-align: justify;\">De acordo com o Presidente da CMB, a obra \u00e9 do Estado e por isso a Autarquia n\u00e3o possui, em todos os momentos, todas as informa\u00e7\u00f5es que desejaria para prestar \u00e0 popula\u00e7\u00e3o. \u201cAp\u00f3s meses de contactos por parte do Munic\u00edpio, para que se marcassem reuni\u00f5es entre a Estradas de Portugal, n\u00f3s e as respectivas popula\u00e7\u00f5es (de Coina e de Santo Ant\u00f3nio) nada havia sido feito e por isso avan\u00e7\u00e1mos, agora, certos de que j\u00e1 o dev\u00edamos ter feito h\u00e1 mais tempo\u201d, justificou.<\/p>\n<p style=\"text-align: justify;\">Sendo certo que, obras com esta dimens\u00e3o, em locais onde h\u00e1 pessoas a viver, originam sempre problemas, o Presidente quis deixar claro que muitas das reivindica\u00e7\u00f5es da Autarquia foram agora, em parte, aceites pelas concession\u00e1rias que est\u00e3o no terreno. \u201cTent\u00e1mos sempre defender os interesses das popula\u00e7\u00f5es em causa, estejam certos disso.
