Esta iniciativa, \u2018Op\u00e7\u00f5es Participadas com os Trabalhadores\u2019 acontece no \u00e2mbito de uma gest\u00e3o de proximidade, que caracteriza a actua\u00e7\u00e3o deste Executivo.<\/p>\n<p style=\"text-align: justify;\">Espa\u00e7o de debate e de reflex\u00e3o, por excel\u00eancia, estas sess\u00f5es n\u00e3o t\u00eam uma ordem de trabalhos r\u00edgida e pautam-se pela interven\u00e7\u00e3o sum\u00e1ria do Presidente da CMB, Carlos Humberto de Carvalho, que contextualiza a situa\u00e7\u00e3o geral do Pa\u00eds e, particular, desta Autarquia e, em seguida, s\u00e3o os funcion\u00e1rios que colocam quest\u00f5es e d\u00e3o opini\u00f5es.<\/p>\n<p style=\"text-align: justify;\">O PRESENTE N\u00c3O PODE ESQUECER O FUTURO<\/p>\n<p style=\"text-align: justify;\">\u201cSomos o centro geogr\u00e1fico da \u00c1rea Metropolitana de Lisboa (AML)\u201d, come\u00e7ou por dizer o Autarca, \u201cmas uma periferia relativamente \u00e0s acessibilidades a Lisboa\u201d. Esta situa\u00e7\u00e3o deveria ser invertida e, na opini\u00e3o do Presidente, o Concelho deve assumir no s\u00e9culo XXI o mesmo papel que desempenhou no s\u00e9culo passado, de motor de desenvolvimento do pa\u00eds e da regi\u00e3o. \u201c\u00c9 com este objectivo que estamos a trabalhar\u201d, reafirmou, enumerando a t\u00edtulo de exemplo o Plano de Urbaniza\u00e7\u00e3o da Quimiparque (PU), as quest\u00f5es das acessibilidades, designadamente a Terceira Travessia do Tejo (TTT) com as duas vertentes (rodo e ferrovi\u00e1rias), a liga\u00e7\u00e3o ao Seixal, a CRIPS (que ir\u00e1 ligar a Ponte Vasco da Gama \u00e0 Trafaria), o Metro Sul do Tejo e o Plano de Mobilidade e Transportes Intermunicipal, bem como o Plano de Vias Cicl\u00e1veis.<\/p>\n<p style=\"text-align: justify;\">No que respeita \u00e0 aposta nas zonas ribeirinhas do Concelho, Carlos Humberto de Carvalho referiu que a primeira fase do Polis j\u00e1 est\u00e1 conclu\u00edda e que a segunda fase est\u00e1 em constru\u00e7\u00e3o.<\/p>\n<p style=\"text-align: justify;\">No que respeita \u00e0s ac\u00e7\u00f5es no \u00e2mbito do Projecto REPARA, o Presidente adiantou que o parceiro APL vai concluir (em 2012) a muralha e a ciclovia desde a Avenida Bento Gon\u00e7alves, at\u00e9 ao Clube Naval.<\/p>\n<p style=\"text-align: justify;\">\u201cTemos pois que pensar em resolver as coisas do presente, do quotidiano mas, paralelamente, temos que pensar no \u2018amanh\u00e3\u2019. E embora o presente esteja condicionado o futuro, aquilo que queremos daqui a dez anos, n\u00e3o pode ser abandonado ou esquecido\u201d, disse para concluir esta quest\u00e3o.<\/p>\n<p style=\"text-align: justify;\">ESTAMOS C\u00c1 PARA ENCONTRAR SOLU\u00c7\u00d5ES<\/p>\n<p style=\"text-align: justify;\">No que respeita \u00e0 situa\u00e7\u00e3o actual, o Presidente foi perempt\u00f3rio em afirmar que \u201cvivemos, aqui no Barreiro, as ang\u00fastias do Pa\u00eds.\u201d Por isso, tamb\u00e9m aqui, na Autarquia, nos primeiros oito meses do ano, foi registada uma quebra elevad\u00edssima na receita. Medidas muito concretas vir\u00e3o a ser tomadas, salientou o Presidente para quem \u201co pior erro \u00e9 n\u00e3o tomarmos decis\u00f5es e fingirmos que os problemas n\u00e3o existem.\u201d<\/p>\n<p style=\"text-align: justify;\">A t\u00edtulo de exemplo salientou algumas das ac\u00e7\u00f5es j\u00e1 tomadas ou em fase de implementa\u00e7\u00e3o que visam diminuir as despesas da CMB, referindo, ainda, que h\u00e1 uma s\u00e9rie de apoios (ao n\u00edvel do associativismo, da cultura, e do desporto, designadamente) que t\u00eam de ser revistos.<\/p>\n<p style=\"text-align: justify;\">As primeiras discuss\u00f5es (internas) do or\u00e7amento para 2012 j\u00e1 come\u00e7aram a ser feitas e em cima da mesa est\u00e3o um conjunto muito vasto de decis\u00f5es que v\u00e3o ser tomadas, at\u00e9 porque, disse o Autarca \u201ca C\u00e2mara tem de cumprir com a legisla\u00e7\u00e3o\u201d.
