{"id":2928,"date":"2011-07-22T23:07:22","date_gmt":"2011-07-22T22:07:22","guid":{"rendered":"http:\/\/barreiroweb.eu\/?p=2928"},"modified":"2011-07-22T23:07:22","modified_gmt":"2011-07-22T22:07:22","slug":"imposto-extraordinario-reflexos-na-construcao-civil","status":"publish","type":"post","link":"https:\/\/arquivo.barreiroweb.net\/?p=2928","title":{"rendered":"Imposto extraordin\u00e1rio Reflexos na Constru\u00e7\u00e3o Civil"},"content":{"rendered":"<p style=\"text-align: justify;\"><a href=\"http:\/\/barreiroweb.eu\/wp-content\/uploads\/2011\/01\/cppme.jpg\" rel=\"lightbox[2928]\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-608\" title=\"cppme\" src=\"http:\/\/barreiroweb.eu\/wp-content\/uploads\/2011\/01\/cppme-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/cppme-150x150.jpg 150w, https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/cppme-50x50.jpg 50w, https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/cppme-70x70.jpg 70w, https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/cppme-55x55.jpg 55w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a>O governo reconhece que \u00e9 necess\u00e1rio criar condi\u00e7\u00f5es para incrementar o  mercado do arrendamento imobili\u00e1rio, mas o crit\u00e9rio de aplica\u00e7\u00e3o do imposto  extraordin\u00e1rio demonstra claramente uma pr\u00e1tica contr\u00e1ria.<\/p>\n<p style=\"text-align: justify;\">Ao aplicar o imposto aos rendimentos prediais que j\u00e1 pagam 16,5% em reten\u00e7\u00e3o  de IRS, mais IMI, seguros, taxas de esgoto, condom\u00ednio e encargos com  conserva\u00e7\u00e3o dos edif\u00edcios, deixando de fora a aplica\u00e7\u00e3o do imposto aos juros do  capital, o governo pratica uma grave injusti\u00e7a e dificulta a expans\u00e3o do  mercado, havendo at\u00e9 quem, ao que parece, a defender a aplica\u00e7\u00e3o de uma taxa  liberat\u00f3ria de IRS, sobre o arrendamento, de 21,5%.<\/p>\n<p style=\"text-align: justify;\">Cabe perguntar, que taxa liberat\u00f3ria de IRS defendem esses senhores para os  juros das aplica\u00e7\u00f5es em Banca?<\/p>\n<p style=\"text-align: justify;\">Muitos portugueses, que trabalhando conseguiram poupar e aplicar a poupan\u00e7a  em imobili\u00e1rio (habita\u00e7\u00e3o, lojas, armaz\u00e9ns e escrit\u00f3rios), visando o  arrendamento, muitas vezes como forma de complemento \u00e0 sua reforma, ajudaram o  sector de constru\u00e7\u00e3o civil e as industrias suas subsidi\u00e1rias, tais como, a  metalurgia ligeira, serra\u00e7\u00f5es, carpintarias, m\u00e1rmores e afins, contribuindo  tamb\u00e9m para a manuten\u00e7\u00e3o do emprego nestas actividades.<\/p>\n<p style=\"text-align: justify;\">Existem tamb\u00e9m os que optaram por aplicar as suas poupan\u00e7as em dep\u00f3sitos a  prazo ou outras aplica\u00e7\u00f5es banc\u00e1rias para recolher o recebimento de juros ou  dividendos.<\/p>\n<p style=\"text-align: justify;\">Os que investiram no imobili\u00e1rio foram mais empreendedores, no entanto sofrem  actualmente uma forte penaliza\u00e7\u00e3o derivada da desvaloriza\u00e7\u00e3o deste que se agrava  de m\u00eas para m\u00eas.<\/p>\n<p style=\"text-align: justify;\">A constru\u00e7\u00e3o civil est\u00e1 mergulhada numa profunda crise a necessitar de  medidas de dinamiza\u00e7\u00e3o. O que faz entretanto o governo?<\/p>\n<p style=\"text-align: justify;\">D\u00e1 um pr\u00e9mio aos menos empreendedores que optaram pela aplica\u00e7\u00e3o do capital  em produtos banc\u00e1rios, isentando-os do imposto extraordin\u00e1rio. O governo com  esta medida descrimina e castiga os que ajudam directamente ao desenvolvimento  do mercado interno e \u00e0 manuten\u00e7\u00e3o do emprego, cria mais dificuldades \u00e0s MPME\u2019s  da constru\u00e7\u00e3o civil e ind\u00fastrias subsidi\u00e1rias, em contrapartida \u00e9 favorecida a  banca, para a qual \u00e9 dirigida a poupan\u00e7a por op\u00e7\u00e3o do governo.<\/p>\n<p style=\"text-align: justify;\">Fazer pagar ainda mais tributa\u00e7\u00e3o ao rendimento dos arrendamentos leva a que  qualquer portugu\u00eas que fa\u00e7a contas n\u00e3o aplique um euro da sua poupan\u00e7a em  imobili\u00e1rio para esse fim, porque d\u00e1 menos preocupa\u00e7\u00e3o e \u00e9 mais favor\u00e1vel  efectuar aplica\u00e7\u00f5es banc\u00e1rias obtendo juros n\u00e3o tributados. Acresce ainda que  com esta op\u00e7\u00e3o o estado deixa de receber uma percentagem\u00a0significativa de impostos a troco de nada.<\/p>\n<p style=\"text-align: justify;\">O crit\u00e9rio do governo para a aplica\u00e7\u00e3o do imposto extraordin\u00e1rio \u00e9 mais uma  machadada na constru\u00e7\u00e3o civil e subsidi\u00e1rias, criando mais dificuldades \u00e0s  MPME\u2019s do sector, contribuindo para mais encerramentos e aumento de desemprego.<\/p>\n<p style=\"text-align: justify;\">A CPPME perante esta medida do governo manifesta o seu descontentamento e  repudio por tamanha injusti\u00e7a, reveladora de uma vis\u00e3o politica que n\u00e3o tem em  considera\u00e7\u00e3o a realidade das pequenas actividades do mercado interno e  descrimina pela negativa o cidad\u00e3o mais empreendedor.<\/p>\n<p style=\"text-align: justify;\">Fica o apelo da CPPME ao Exmo. Senhor Primeiro-Ministro e ao Exmo.
