{"id":1600,"date":"2011-04-05T19:20:59","date_gmt":"2011-04-05T18:20:59","guid":{"rendered":"http:\/\/barreiroweb.eu\/?p=1600"},"modified":"2011-04-05T19:20:59","modified_gmt":"2011-04-05T18:20:59","slug":"pcp-questiona-o-governo-sobre-os-cortes-de-financiamento-a-companhia-de-teatro-de-almada","status":"publish","type":"post","link":"https:\/\/arquivo.barreiroweb.net\/?p=1600","title":{"rendered":"PCP questiona o Governo sobre os cortes de financiamento \u00e0 Companhia de Teatro de Almada"},"content":{"rendered":"<p style=\"text-align: justify;\"><a href=\"http:\/\/barreiroweb.eu\/wp-content\/uploads\/2011\/01\/pcp.jpg\" rel=\"lightbox[1600]\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-302\" title=\"pcp\" src=\"http:\/\/barreiroweb.eu\/wp-content\/uploads\/2011\/01\/pcp-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/pcp-150x150.jpg 150w, https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/pcp-50x50.jpg 50w, https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/pcp-70x70.jpg 70w, https:\/\/arquivo.barreiroweb.net\/wp-content\/uploads\/2011\/01\/pcp-55x55.jpg 55w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a>Na sequ\u00eancia da aprova\u00e7\u00e3o do Or\u00e7amento de Estado para 2011 por PS e PSD, o Governo imp\u00f4s cortes de 23% em contratos para apoios quadrienais celebrados no \u00e2mbito dos concursos de Apoios \u00e0s Artes no per\u00edodo de 2009 a 2012.<\/p>\n<p style=\"text-align: justify;\">Estes cortes, que n\u00e3o tinham previs\u00e3o no Or\u00e7amento do Estado e que v\u00e3o muito al\u00e9m dos 10,4% cortados nas verbas do PIDDAC destinadas ao apoio \u00e0s artes, constitu\u00edram o incumprimento de compromissos assumidos com entidades que celebraram contratos com o Estado de boa-f\u00e9 e confiando na seriedade do Governo.<\/p>\n<p style=\"text-align: justify;\">Com estes cortes, o Minist\u00e9rio da Cultura n\u00e3o s\u00f3 desrespeitou os contratos que tinha celebrado, como comprometeu significativamente a actividade j\u00e1 planificada e os compromissos assumidos \u2013 inclusivamente de car\u00e1cter internacional \u2013 pelas estruturas de cria\u00e7\u00e3o art\u00edstica que contavam com montantes de financiamento p\u00fablico a que tinham direito e que acabaram por lhes ser negados.<\/p>\n<p style=\"text-align: justify;\">Exemplo disso \u00e9 a situa\u00e7\u00e3o da Companhia de Teatro de Almada.<\/p>\n<p style=\"text-align: justify;\">Aquela estrutura, que tinha direito em 2011 a um financiamento de 651.071,94 euros, sofreu um corte de cerca de 150.000 euros, vendo-se obrigada a reformular compromissos j\u00e1 assumidos e a rever a programa\u00e7\u00e3o prevista para o ano em curso.<\/p>\n<p style=\"text-align: justify;\">Na altura, o pr\u00f3prio director da Companhia de Teatro de Almada denunciou a situa\u00e7\u00e3o e os seus impactos negativos, tendo mesmo classificado a atitude do Governo como uma \u201ccensura financeira \u00e0 liberdade de cria\u00e7\u00e3o\u201d.<\/p>\n<p style=\"text-align: justify;\">Apoiando as posi\u00e7\u00f5es assumidas por aquela companhia, milhares de pessoas juntaram-se numa ac\u00e7\u00e3o de protesto contra a decis\u00e3o do Governo, reivindicando a sua revoga\u00e7\u00e3o. O PCP evidentemente esteve mais uma vez presente e a\u00ed manifestou a sua solidariedade para com esta luta, esta den\u00fancia e esta exig\u00eancia de altera\u00e7\u00e3o de pol\u00edticas.<\/p>\n<p style=\"text-align: justify;\">O Governo, que nunca se mostrou sens\u00edvel aos impactos profundamente negativos que esta decis\u00e3o teria no tecido art\u00edstico e cultural portugu\u00eas e foi argumentando com a inexist\u00eancia de meios financeiros para manter os compromissos que havia assumido, veio recentemente anunciar a exist\u00eancia de 5 milh\u00f5es de euros adicionais por ano para o sector da cultura.<\/p>\n<p style=\"text-align: justify;\">Perante tal disponibilidade, qualquer Governo com um m\u00ednimo de respeito pela palavra dada e pelos contratos assinados teria, em primeiro lugar, assumido a necessidade de compensar os cortes impostos.<\/p>\n<p style=\"text-align: justify;\">N\u00e3o se conhece, no entanto, qualquer medida adoptada ou prevista pelo Governo neste sentido.<\/p>\n<p style=\"text-align: justify;\">Em pergunta entregue na Assembleia da Rep\u00fablica, os deputados do PCP Jo\u00e3o Oliveira, Bruno Dias e Paula Santos, quiseram saber se o Governo pretende ou n\u00e3o compensar a Companhia de Teatro de Almada pelo corte de 23% imposto no financiamento previsto para 2011, em que montante vai aquele corte ser compensado e como vai o Governo proceder a essa compensa\u00e7\u00e3o.<\/p>\n<p style=\"text-align: justify;\">Os deputados do PCP interrogaram o Governo para saber em que prazo far\u00e1 o Governo a referida compensa\u00e7\u00e3o e, caso n\u00e3o esteja prevista a compensa\u00e7\u00e3o do corte imposto, como justifica o Governo esta atitude face \u00e0 disponibilidade or\u00e7amental acrescida no Minist\u00e9rio da Cultura.<\/p>\n<p style=\"text-align: right;\">\u00a0DORS do PCP<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Na sequ\u00eancia da aprova\u00e7\u00e3o do Or\u00e7amento de Estado para 2011 por PS e PSD, o Governo imp\u00f4s cortes de 23% em contratos para apoios quadrienais celebrados no \u00e2mbito dos concursos de Apoios \u00e0s Artes no per\u00edodo de 2009 a 2012.
